End of the formal “Regulation 16” consultation period on the examination Version of the NDP. Following this, all the documentation of the NDP and all the representation forms submitted to HDC during the consultation period would be forwarded to the appointed Independent Examiner .

July 2nd 2025

The formal “Regulation 16” consultation for public comment on the Examination Version of the NDP began. All details of the plans and its background evidence base are on the PC webpages, and paper copies are available for consultation at locations in the community, as advertised on the PC noticeboards.

June 26th 2025

NPWP met briefly to check arrangements for the Regulation 16 consultation, starting on July 2nd.

June 18th 2025

HDC Planning Officers informed Houghton PC that the Submission Version of the plan was acceptable, subject to any minor typographic and format editing considered necessary by Houghton PC. Houghton PC were requested to send final copies of the Examination Versions of the NDP and VDG&C to HDC, and HDC would start to arrange the Regulation 16 consultation to extend from July 2nd to August 13th 2025.

June 10th 2025

HDC Planning Committee meeting in HDC offices, Harborough. This included consideration of the planning application 23/01499/OUT. for the erection of 230 dwellings. The meeting was attended by many members of the Houghton community, and four members of the community, including the PC Chair, spoke against the proposal. HDC planning committee refused the planning application.

June 5th 2025

Houghton Parish Council meeting. NPWP reported that Harborough DC had confirmed that they were nearing completion of checking all the NDP documents submitted. as soon as the checks were complete, the
Parish Council would be informed. If the documents were acceptable, HDC would move directly to preparing the six-week publication of the documents (“Regulation 16”) and the process of appointing an examiner.

May 13th 2025

The Parish Clerk forwarded the set of documents to Harborough DC and these were acknowledged as received.

May 8th 2025

Houghton Parish Council meeting. The PC resolved that the Submission Version of the Houghton Neighbourhood Development Plan 2025 – 2041 and supporting documents, as presented to the meeting, be forwarded to Harborough District Council under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012.

April 29th 2025

NPWP met to review the complete set of documents which were required for the submission of the NDP. This was completed and the documents forwarded to Parish Councilors for their information prior to the PC meeting on May 8th.

April 10th 2025

Houghton Parish Council meeting. The PC approved the NPWP recommendation to move forward to submission of the revised NDP. The NPWP were tasked to complete all the documentation and prepare the submission.

April 7th 2025

NPWP met and decided to recommend to Parish Council that since the uncertainties of planning applications were not being resolved, the submission of the revised NDP should go ahead as soon as possible.

March 27th 2025

A Public Meeting was held in the Methodists Hall Schoolroom at 7pm to discuss the Parker’s Strategic Land proposal.

March 13th 2025

Houghton Parish Council meeting. PC received the report from NPWP. PC resolved to hold a public meeting in the Methodist Church Schoolroom on Thursday 27 March 2025 at 7.00 p.m. to discuss the Parker’s Strategic Land proposal and to advertise this meeting using
Facebook and posters.

March 6th 2025

NPWP met and decided to recommend to the PC that work on the NDP be put on hold. Parker’s Strategic Land was promoting its planning application for 230 houses to the east side of the current settlement and this development was not part of the proposals of the emerging
NDP. If the application was approved, even in a reduced form, there would need to be significant changes to the NDP. The Working Party understood that the application would be considered at a planning committee quite soon, possibly as early as 1 April 2025.

February 13th 2025

Houghton Parish Council meeting. The PC received the NPWP report.

February 4th 2025

NPWP meeting. Processing responses to the many comments submitted during the public consultation continued. The NPWP had received considerable advice and guidance from Yourlocale, the Parish Council’s planning consultancy.
A number of external factors which would constrain the Neighbourhood
Development Plan (NDP) were unresolved including:-
• Final confirmation of required housing numbers from HDC.
• The schedule for HDC’s Local Plan.
• Government changes to planning law affecting the NDP process.
• Active current planning applications within the designated area

NPWP Workshop. This was a workshop meeting with all the collated comments provided by RCC now available for consideration by NPWP and advised by the NPWP planning consultant.

End of the Public Consultation period. Rural Community Council (RCC) start work on collating all the submitted comments into a database to be returned to the NDP Working Party for consideration and responses.

Parish Council Meeting. This approved the proposal from the NPWP to start the public consultation for the period November 2nd to December 16th.

The Parish Council received a Grant from Locality.

Draft versions of the draft Neighbourhood Development Plan and the Village Design Guide and codes (VDG&C) were submitted to Harborough District Council (HDC) for their review prior to the open public consultation for 6 weeks in the Autumn.

An offer of grant of up to £9,158 was received from the Locality organisation.
